As General Counsel, Troy W. Finnegan is responsible for the legal affairs of Dr. Phillips Charities.
Prior to joining Dr. Phillips Charities in 2013, Troy practiced law at Broad and Cassel where he closed over half a billion dollars of real estate transactions. He is Board Certified in Real Estate Law by The Florida Bar.
In 2018, Troy was appointed as the Executive Secretary to the U.S. Secretary of Labor in Washington, D.C. In this position, he managed the U.S. Department of Labor’s Office of the Executive Secretariat. He returned to Dr. Phillips Charities after completion of his government service.
Troy’s community involvement includes having served as President of the University Club of Orlando and The University Club Foundation as well as Chairman of the Harry P. Leu Gardens Board of Trustees.
Troy earned a B.A. in History, a M.S. in Management, and a J.D. from the University of Florida. While he was a student, Troy served as President of Florida Blue Key leadership honorary, was recognized by the University of Florida Alumni Association as the Outstanding Male Leader of his undergraduate class, and was inducted into the University of Florida Hall of Fame. Troy is also an Eagle Scout.
